What we could verify

Use this card when a bank has said no to an unsecured newcomer card, or when you would rather not wait. The security funds are collateral. You still have to pay the bill. Interest at the rates above is what you pay if you revolve a balance, which on a 29.9% card gets expensive quickly. The practical way to use it is to spend a small amount and pay the statement in full.

Capital One's own newcomer article points new immigrants who cannot get a traditional card toward this product. The rates and the four approval conditions come from the product page, which is the page to trust if the article and the product ever disagree. The cardholder agreement was marked last updated September 1, 2026 when we checked.

Who it is for

Age of majority in your province or territory, plus the four conditions on the product page. Capital One's application flow will say if you are approved for the secured card during the application.

How to act on it

Apply on Capital One's secured Mastercard page and be ready to send security funds if approved. Read the cardholder agreement and the insurance certificate linked there.
