Apply as soon as you have an Ontario address and the three documents. The old three-month wait is not the current rule. The page says eligible people have immediate coverage. What you receive first may be a paper confirmation while the plastic card is produced. Carry it.
OHIP pays for many doctor visits, some walk-in and emergency care, and medically necessary tests and surgery. It does not pay for care you want that is not medically necessary, and the page uses cosmetic surgery as the example. Drug, dental, and vision coverage are separate programs with their own rules. International students are not in the short eligibility list we are quoting. Read the full 'who qualifies' section before you assume a study permit is enough. If your work permit has expired but you have maintained status, Ontario says to contact ServiceOntario.
You must meet the presence rules and at least one status rule on the Ontario page. Permanent residence qualifies. Full-time work for at least six months on a valid work permit can qualify. Visitors do not.
Download the registration form, collect original documents from Ontario's list, and go to a ServiceOntario centre. There is no online application for the first card.
