What we could verify

If you just landed, the confirmation of permanent residence is the document banks and ServiceOntario ask to see immediately. The PR card comes after, and you cannot re-enter Canada by commercial airline without it or a permanent resident travel document. Send the photo and address inside the 180 days so the first card stays free.

Check the photo specifications on IRCC's site before you pay a shop. A rejected photo is the usual reason a first card sits in processing. Processing times on the page failed to load during our check, which is common for that widget. Look at the processing-time tool on Canada.ca the day you apply rather than trusting a number from a forum.

Who it is for

Permanent residents. The first-card fee waiver is specifically for people who send the photo and address within 180 days of becoming a permanent resident. Renewals and replacements are separate applications.

How to act on it

Follow IRCC's 'get a permanent resident card' instructions and submit the photo and address within 180 days. Keep the confirmation of permanent residence until the card arrives.

Taxes and benefits for newcomers

The CRA treats you as a newcomer in the first year you are a resident for income tax. For most people that starts the day you begin living in Canada. Benefits can start before your first tax return.
